Regenstrief Institute research scientist elected president of national public policy association

Kosali Simon, PhD

Kosali Simon, PhD, M.A., a distinguished health economist, a research scientist at the Regenstrief Institute and a professor at the Paul H. O’Neill School of Public and Environmental Affairs at Indiana University Bloomington, has been elected president-elect of the Association for Public Policy Analysis and Management (APPAM), a leading professional organization advancing the field of public policy and management research. 

As president, Dr. Simon will oversee the planning of APPAM’s next annual research conference and work closely with the association’s staff and committees to deliver year-round professional development initiatives. She will play a pivotal role in strengthening connections between researchers, policymakers and practitioners as APPAM continues to foster meaningful discourse among its 4,500 members. 

Dr. Simon is a nationally recognized health economist, with expertise in evaluating the impact of state and federal healthcare policies on vulnerable populations. She serves as the editor of the Journal of Health Economics and is an elected member of the National Academy of Medicine. She has also held leadership roles with the American Society of Health Economists. 

Founded in 1979, APPAM supports a vibrant community of researchers, practitioners, and policymakers dedicated to improving public policy and management. The association includes individual and student members and 100 institutional members.

In addition to her role as a research scientist in the William M. Tierney Center for Health Services Research at Regenstrief Institute, Kosali Simon, PhD, M.A., is a distinguished professor, Herman B. Wells Professor and Paul O’Neill Chair at Indiana University, Bloomington, O’Neill School of Public and Environmental Affairs. She also is the associate vice provost of health sciences for the IU Bloomington campus. A health economist, her research focuses on the impacts of state and federal healthcare policies on health and related outcomes, especially among at-risk populations. She is an elected member of the National Academy of Medicine.
